1 cup (200g) granulated sugar

1/2 cup (115g) unsalted butter, melted

2 large eggs

1 teaspoon vanilla extract

1/3 cup (40g) unsweetened cocoa powder

1/2 cup (65g) all-purpose flour

1/4 teaspoon salt

1/4 teaspoon baking powder

For the Cookie Dough Layer:

1/2 cup (115g) unsalted butter, softened

1/4 cup (50g) granulated sugar

1/4 cup (50g) brown sugar, packed

1 teaspoon vanilla extract

1 cup (130g) all-purpose flour (heat-treated)

1/4 teaspoon salt

1/2 cup (90g) mini chocolate chips

For the Chocolate Coating:

1 cup (175g) semi-sweet chocolate chips

1 tablespoon vegetable oil (optional)

To heat-treat the flour: Spread it on a baking sheet and bake in a preheated oven at 350°F (175°C) for 5-7 minutes to kill any bacteria.

Instructions
 

Prepare the Brownie Layer:

    - Preheat your oven to 350°F (175°C). Grease a 9x9-inch baking pan or line it with parchment paper.

      - In a mixing bowl, combine the melted butter and granulated sugar. Whisk until well blended.

        - Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

          - In another bowl, whisk together the cocoa powder, flour, salt, and baking powder. Gradually incorporate the dry ingredients into the wet ingredients, mixing until just combined.

            - Pour the brownie batter into the prepared pan and spread it evenly. Bake for 20-25 minutes or until a toothpick inserted into the center comes out mostly clean (a few crumbs are okay). Let it cool completely in the pan.

              Make the Cookie Dough Layer:

                - In a mixing bowl, cream together the softened butter, granulated sugar, and brown sugar until light and fluffy.

                  - Mix in the vanilla extract until incorporated.

                    - Gradually add the heat-treated flour and salt, mixing until you have a soft dough. Fold in the mini chocolate chips until evenly distributed.

                      - Once the brownies have cooled, scoop out small portions of the brownie layer (about 1 tablespoon each) and flatten them into discs on a parchment-lined tray.

                        - Take a scoop of cookie dough and place it on top of each brownie disc. Mold the brownie around the cookie dough, rolling it into a ball. Place the completed brownie bombs back onto the tray and refrigerate for about 30 minutes to firm up.

                          Coat the Brownie Bombs:

                            - While the brownie bombs are chilling, melt the semi-sweet chocolate chips in a heatproof bowl over simmering water or in the microwave in 30-second intervals, stirring until smooth. If desired, stir in the vegetable oil for a thinner consistency.

                              - Remove the brownie bombs from the refrigerator. Dip each one into the melted chocolate, allowing any excess to drip off. Return them to the tray and let them set at room temperature or refrigerate until the chocolate is firm.
